Human resources has always been the linchpin in the performance appraisal process, because they supply the forms, nag managers to get them down, and are in charge of record keeping.
It doesn't work. HR has no power to get managers to review and manage performance so it's done right, and HR is put in an impossible position. Not only that but because managers don't own the process, they do just the minimum to get the forms done.
